Something might organize them. I woudl guess that a Charismatic leader led Teifling groups out of the wastes to Droaam, but their arrival was unwelcome and they began to filter out into the world at large.Eladrin, - I say they've been on Thelanis and have just recently been slipping through manifest zones.
