Circlet of Persuasion

What is up with Circlet of Persuasion in 3.5? It give you +3 on all CHA related checks for 4500gp. That's like five or so feats (ok, skill focus feats, but still feats).

On the other hand something like boots of elven kind give you +5 on one skill for 2500.

Does this seem right to anyone? We always found Circlet of Persuasion underpriced in 3.0 (where it only gives +2), but now it is out of control.

one thing to consider is that many campaigns are not role-playing focused so the bonus to Intimidate/Diplomacy/Bluff checks it gives is trivial. however it DOES help turning and USE MAGIC DEVICE!!! mmm... use magic device.

so yes it is underpriced but it does take up the head slot which is important for wizards and now contains phylacteries (weird).
