I'm going to be DM'ing my first campaign in a few months and the group has asked for a city campaign. We play v3.5, Faerun setting. I'm looking for some good suggestions for city modules, preferrably in a northern climate.

5 players starting out at 5th level. They're going to be playing mostly evil or neutral aligned characters. I've got a doppleganger and a rakshasa(nerfed to lower LA) for sure so far. I'd like to find a lawful good city that they can infiltrate, take out the leaders, and replace them with their own pawns, or whatever devious schemes they come up with.

Any suggestions on modules you've played and enjoyed would be appreciated. At the very least I want one to model my own city after.

If you can, get Silver Marches, its all about the North. In fact I am winding down on a city adventure I did in Silverymoon. Assassin guilds, theives guilds, the Knights in Silver whom are just like Chicago cops, occultic activity and so on. The adventure I ran involves a foundation that takes keen intrest in all things ancient, occult items too. So basically the players have to uncover these cultiss and at the same time fight off the hired henchman as they get closer to the truth. The hired henchman were for the hacknslayers in our group, some people like investigative adventures, some like to kill things, so you need to mix it up a bit.

Silverymoon's mythal might limit the ability of the rakshasa to enter the city IIRC and may also have effects on the doppleganger. Frankly, Silverymoon as written is full of far too many powerful individuals for a non-Epic group to have anything resembling a chance of success. I would personally pick one of the smaller cities and work with that. The rakshasa and doppleganger could also incite some of the local orc and.or goblinoid tribes against the city you choose and, in the strife that follows, the party might be able to deal with a fairly powerful group of leaders.

Unfortunately, city adventures are few and far between. Speaker in Dreams from the 3E adventure path might be your best bet for some ideas but would need some modification both to work in FR and also to suit an evil party (or maybe not).
 

Don't know if it's really ideal for your purposes (which are a bit different to the plot), but The Grey Citadel from Necromancer Games is set in a small (5000 or so) city in a northerly (cool temperate) type climate.
