The highest level individuals in Sigil top out at level 19 (many of which are rangers for some odd reason) with one or two level 20s. The highest level individual I can think of off the top of my head is Duke Rowan of the Fated who is a 19th level ranger / 20th level priest, and that's only because he's using the 2ed dual-classing rules.</blockquote>
