The more petitioners the more of a Roleplaying aspect it will be, especially if some of the NPC petitioners die or are cast out. It will make it all that much more memorable to the Player, knowing that they actually participated in something grand and came out of it ahead.</p><p></p><p></p><p>2) The Axe:</p><p>It was a misread or I was not clear enough. The petitioner must sacrifice an Axe they have crafted themselves. It does not mean they cannot have many more axes, just that they have to sacrifice one of their own making.</p><p></p><p>If you really want to make this more of a cost to the petitioner (asside from forcing them to take ranks in Craft (Weaponsmith)) then require it to be a Masterwork Axe of their own creation.</p><p></p><p></p><p>Hope that helps clarify things.
