3rd edition it was pretty easy to create overpowered chars if dm wanted them. Just ignore LA, ECL and (level adjustment, effective character level) and go crazy with base races, half-this-and-that species, and add some templates. Items help to make 6th lv characters sort of uber too, but not really that much. There is also matter that not every 20 CR creature is created equal. Some of them are lot weaker than others. This is because spellike abilities were "costly" and practically useless against anything with good saves. And naturally not all spellike abilities come with equeal effectiveness. Some high CR mobs are low on HP:s, and thus very heavy-dmg good weaponry wearing melee chars can kick some serious ass in these cases even if lower lv. Also the fact that PC:s can easilty get some unfair AC advange compared to basic monsters. Also there are strength in numbers. If high CR monster is all alone without tactics or preplanning and 4-6 pc:s just gank it mercilessly. Also if it's "CR 20" arcane caster or any pc class really who looses initiative. Bye bye in most cases. Then there is always fact that not all dm:s play their high lv monsters up to their ability. Especially true in games dm wants players to win. In the end however that kinda abitly to beat CR 20 with lv 6 chars, if we are speaking of real things worthy of having that CR game is not being played exactly by the rules. Worst min-max build just plain require more levels than 6, though there are couple of "infinity loop-builds" that become horrible about that early. Most of them got errata, though. This is all fun, if whole group enjoys overpowered characters and plot arcs suited for them (or in some cases not). However it's bit confusing when some people ignore rules or houserule stuff to actually be on same map rule-wise. I think this might be case here, and thus the lack of details.
