Because basically the only feature full-casters got was "full casting" (and that was already bad enough I admit), it was very difficult to design caster PrCs that didn't either drop full casting (making them really bad in most cases), or be "just better than a normal full caster". Whereas you could just not give Fighter-equivalents Feats, and give them other stuff instead, so that was a lot easier to design.</p><p></p><p></p><p></p><p>I'm just saying...
