For attacks granted from a template you would use those same guidelines. Since monsters do not use the same rules as PC's, even when they are using PC powers gained from a template (or because you just gave it to them) they have the attack value gleaned from that guideline. I feel your confusion, when building 3.5 monsters you did have to worry about such things, whether the monster actually had the ability scores to cast the right spells, or take the right feats, but 4e is a lot looser in that respect. In fact, you could just *give* the monster the power you are looking at without the template, and at the same to-hit value. Jay</blockquote>
