According to the hints I've seen, you get it from your feat choices, trading much broader (not much better) employ of your class abilities through feats for superior noncombat prowess.</p><p></p><p></p><p>It's possible they'll screw this up, but since it's a problem they were aware of from day one, I'd be surprised if they failed on multiple axes.</p><p></p><p></p><p>What disguise has "a knife" as atypical equipment? A perfectly bog-standard rogue that can get his hands on a belt knife has access to his full range of Sneak Attack and class powers. </p><p></p><p></p><p>I see no evidence that the 4e Rogue hasn't already delivered on most of them and appears very likely to deliver on the rest.</p></blockquote><p></p>
