There were two priest kits dedicated to these priests - both the more general Philosophers as well as Jurists who were responsible for the judicial stuff in that society.</p><p></p><p></p><p>Eberron certainly has outer planes - or at least other planes, since it doesn't have any distinction between outer and inner planes.
