codex of infinite planes(ELH)

one of my players had access to the book, later he gave the book to a faction of the city of union, but while he had the book he learned 2 spell-like abilities...
Does he still can use his spell-like abilities since he doesn't own the book anymore? opinions please.

I would say no because in the item description it says, "...each is usable at will by the owner of the Codex "

i think that once you've learned and risked yourself to gain the powers you actualy "learn" the powers permanently. but i just need more opinions to take a decision about that...

Stop owning the Codex, lose access to the power(s).

Regain ownership of the Codex, and regain access to the power(s).
