I can see from your responses that the general consensus is that yes, as far as the rules go it is legit. Although it may be legit it looks like the real question is should I allow this in my game? I was thinking of limiting how far this could go in order to stabilize it. I was thinking of only allowing Cohort x2 as in his Cohort has a Cohort and that is where it would end! At level 25 the player would end up with more than enough men to have a legit army while also not being able to gain infinite power.
Why I want this in my campaign
I was originally adding this because I am starting a new campaign set in Golarion. In the campaign a unknown number of continents have magically appeared on the material plane on the exact date of the 15th anniversary since the earthquakes that shook Golarion to its core. Most scholars assume that this is a strange side effect of the starstone, but many people are skeptical. As a result many nations have sent armies to settle the new world on their behalf, and a power struggle has begun. Powerful nations, Natives to the continents, and adventurers alike all seek to claim a piece of this land for their own. But a foreboding sense of doom grows within those of the magical community, for nothing is obtained without sacrifice. To cast a spell the materials must be consumed, To gain divinity the test of the starstone must be passed, to settle this new world debts must be paid...weather in coin, in blood, or negotiation nothing comes freely. It is up to the adventures to help shape the fate of this new world be it for better or worse.
I wanted leadership in this because in many ways its like settling the Americas! I wanted them to have the opportunity to become leaders, or even rulers of this new land! With the restrictions in place they will be forced to ally themselves, or allies with other forces. This should make for some awesome role playing and large scale battles! They will really feel like they have a chance to change the world! Looking at my situation as a whole, what are your thoughts on all this? Is this too ambitious? Will I end up in over my head?
