Hiring mercenaries, the city now aims to clear safe routs to kingdoms to the North and the Empire to the West of the horsemen. This expansion is not being looked at kindly by ancient powers of the plains, unknown about until this day...</p><p></p><p>6) At the same time, a wizard has found means of directly connecting to the Nexus, making it possible for him to immensly increase his power. To do this, however, he needs the blood of thousands to spill on the ground of the city. The wizard has secretly made contacts with a hobgoblin warlord. The wizard will betray the city if the hobgoblins chose to attack.</p><p></p><p>---</p><p></p><p>I think the above can be put on any map in any setting. The last two points above offers material for at least one campaign for PCs to go from heroic to epic.</p></blockquote><p></p>
