Competing abilities

I have two creatures with the same supernatural ability called Dancing Chains. This ability allows the creature to control all chains within a certain radius. One is a PC using the Sword and Fist Master of Chains 3E Prestige class (not converted to 3.5E) and the other is The Cathezar, a creature from Bastion of Lost Souls 3E module that I'm running which is a cross between a Kyton and a Marilith. Their area of influences are not exactly the same as one gets like 30' and the other 20'. My challenge is how to abjucate who controls which chains when both creatures ranges overlap?

Suggestions welcome.

Here is my house rule for dealing with these types of situations:

Make an opposed check using the creatures HD vs the character's level in the class granting the ability.

If no one finds any actual rule which would govern this I vote for opposed Charisma checks.
 

Opposed level checks every round at the top of initiative.

Monster HD v Character levels in Master of Chains. Whoever wins controls all the chains, and all those that enter, within the overlapping area for the round.
 

The closest thing in the core rules would call for opposed Charisma checks. See the PHB Magic chapter, "Combining Magical Effects: Multiple Mental Control Effects".
