Composition of an Elite City Guard Unit?

Forensic lore is faily advanced with the succinct problem that the tools are limited to early 19th century with the addition magic. </p><p></p><p>Many small cities and villages of course don't have police and will just have a few "Custos" to keep order. These guys are 2-4th warrior at best.</p><p>If things got out of hand local adventurers or spell casters would help out.</p></blockquote><p></p>
