So I ran the defrag tool to asses my harddrive, and found that while almost everyhting was okay, there was one file in over 1,000 fragments, and that file could not be moved. It was a video file, and I couldn't manually delete it, so I simply over wrote it with a text file with the same name, and THEN deleted it. And now I think DFRGNTFS.EXE is finally happy, and isn't running all the time anymore. I think the reason it was eating so much CPU time was that it was continually trying to defrag that one file.
