That's a problem with the Variant Human race and the impedance mismatch between (dissociated) chargen decisions and (associated) roleplaying decisions. You can get around it by making the feats racial in nature; e.g. Cimmerians are Tough, Ermorians are Lucky, and Thayans are Magic Initiates. It doesn't restrict PCs but it restricts the world; and people might recognize your PC and know something about him based on his visuals. ("That guy is obviously a Machakan--expect him to be very mobile!")It isn't a given that choosing a feat is an in-character choice that just anyone can decide to do. It happens outside of roleplaying, and the DM is within his rights to design a world where it happens rarely.</blockquote>
