Level Up (A5E) Conjure spells

Couple of questions about the Conjure X spells:

Why do some have the higher level changes to stats in the start block and others in the spell text?

Why do some take 1 action to cast and others take 1 minute?

Am I missing something in the Rapid Summoning rules? Spending 2-4 round casting a spell, maintaining concentration throughout, doesn't seem like a good option. The rare versions of the spells that don't require concentration almost make up for it.

The rare versions of Conjure Animal/Woodland Being seem excessively powerful though. 1 action to cast, no concentration, lasts an hour. Concentration is a valuable resource and giving it away for free seems too much.

I do agree on rapid summoning. 1 lost round of combat is about as much downtime as I could stomach, even 2 rounds lost is just too much.

i think the only time I would use it is if we have a round or two to prepare before a combat begins
 

I think the casting times on 1 minute vs 1 action are the same as the original O5e summoning spells.

In my own games I'll probably house-rule the rapid casting to be 1 round only, as I can't see any of my players having fun sitting around doing nothing for 2-5 combat rounds.
