I generally rule that the target of a PvP action is the one who determines if the action succeeds, fails, or has an uncertain outcome. But in the case that a PC happens to be in the AoE of a harmful spell cast by another PC? I generally would consider that “friendly fire” as opposed to “PvP.” But I suppose there is a strong argument to be made that this could be considered PvP. I don’t know, I’d have to noodle on that a bit.</p></blockquote><p></p>
