Why?

The debates that go on usually give people not a "THIS IS HOW IT IS SUPPOSED TO BE" but a multitude of avenues in which they can carry into their games.

Plus, it has repeated over and over agian that the books are not meant to be RULES, but options- in which a DM can pick and choose what they want, and like and fits into their game best...

I know there are always people who take the rules very literally. And in certain conditions, there is a clear statement of "this is what it says" but the DM always has the option of saying "well, I don't like it, here is how it will be from now on"

The DM also has the option of requiring all spellcasters to dress in drag and do the hula. That doesn't mean it's in the rules.

In most cases, the books give a single correct interpretation for a rule. When a DM changes that or extends it beyond what the books indicate, that's a house rule, which belongs in a whole other forum.
