Contemplative PrC prerequistes: a bug?

This is due to the way the leveling system works though, and is not because of the max skill ranks rules.

An expert could, but how many experts have had direct contact with their patron deity?(Also a prerequisite if I am not mistaken)

This is incorrect.

If a skill is unavailable to a class (that is, if it's an exclusive skill that a multiclass character'sother class doesn't have access to), then levels in that class don't increase the character's maximum ranks. For instance, the 7th-level rogue/4th-level wizard would have a maximum rank of 10 in Use Magic Device, an exclusive class skill for rogues. The extra four levels in the wizard class do not increase the character's maximum rank in Use Magic Device.

(PH p. 56) Note that it makes no mention of a difference in which class is being leveled ...

Knowledge religion 13 ranks???? It means I have to be level 12 to take this PrC! Is this right?

I dont think it´s very balanced to a 10 levels PrC.

You have to be TENTH level, presuming Knowledge(Religion) is in-class for you (i.e., you are a Cleric). In-class skills can have a maximum rank of level plus 3.
