It doesn't affect the maximum ranks of an exclusive skill either. A Rogue 5 / Wizard 5 could have 13 ranks of Use Magic Device or Scry, he would just have to work the levels right. For instance, if he went from Rogue 5 / Wizard 4 with 7 ranks of Scry, when he gained his 5th level of wizard he could spend 6 skill points and up his Scry to 13 ranks. If he went from W5/R4 with 4 ranks of Use Magic Device, when he gained Rogue 5 he could spend 9 skill points to up his use magic device to 13 ranks.
The only time exclusivity enters into it is when the most recent class gained is not allowed the skill in question. In those cases, the character cannot up that skill. Thus it would be impossible for the Rogue 5 / Wiz 5 to have 13 ranks in both Use Magic Device and Scry. This is due to the way the leveling system works though, and is not because of the max skill ranks rules.
