Control Flames questions

It does not state in the power description of the Control Flames psionic power (pg 62 PsHB) that an animated flame's successful touch attack does any intial damage. Is this correct? It would seem that 1d6 or the like would be in order.

I always assumed that if the victim fails their Reflex save they immediately take damage.

It seems to indicate they catch fire on a failed DC 15 reflex save. My point is that a successful fire touch attack should do some damage.
