Range: 40 ft./level
Area: 40 ft./level radius centered on the character
Duration: 10 minutes/level
Saving Throw: Fortitude negates
Spell Resistance: No

The character alters wind force in the area surrounding the
character. The character can make the wind blow in a certain
direction or manner, increase its strength, or decrease its
strength. The new wind direction and strength persist until the
spell ends or the character chooses to alter his or her
handiwork, which requires concentration. The character may create
an eye of calm air up to 80 feet in diameter at the
center of the area if the character so desires, and the character
may choose to limit the effect to any circular area less than the
character's full range.
My questions is this:

Does the effect of this spell move with the caster?


The first time I used this spell was to help push a ship along, so I just assumed that the effect traveled with me (as it would be pointless for that purpose otherwise). The line "The character alters wind force in the area surrounding the character" could also support this idea. The duration is not instantaneous so if the character moves, then the area around the character moves.

However, it is not really explicit. I can see where it could certainly be interpreted to mean that the effect is confined to the area where the caster was initially, regardless of where the character move later. Since I use this spell a lot, I'd like to be using correctly; so how would other DM's run this?

I'd rule it that the effect moves with the caster, because the spell would be not so useful (for a level 5 spell). In my group we had a similar problem : a druid wanted to speed up a travel by ship, so he casted control winds, the DM agreed that the spell moves with the caster.
