I set it at a 15 Hit Dice cap because that's the HD of a Death Slaad, but I haven't put anything there to explain that.</p><p></p><p>Maybe change it to "The maximum hit dice of a Phlegamor's creature is 20 or the caster level of the creature that created it, whichever is greater (Phlegamor himself has a death slaad's caster level of 15).
