wotc has a druken master PRC who's special ability is to replace the unstated normal penalties with other uses.

1 point off of mental stats[all 3] and dex to add + 1 to STR and con, or breath flame IIR.

some enworld book 'fairs and taverns' has some ok rules.

If you have the Arms and Equipment Guide from WotC (3.0), look up page 32 and find the paragraph "Alcohol and Intoxication".

Anyone know if there've been efforts to upgrade the Complete Net Guide to Alchohol to 3rd edition? Actually, if I recall correctly, it was generic enough that it might even fly as is... haven't looked at it exactly in a while.

Non-core response: There are drinking rules in "Tournaments, Fairs & Taverns" as well as being reprinted in the defunct E.N.World Player's Journal issue 1. Also to be found in "The Taverner's Trusty Tome".
