Counterspelling with Slow Spells

I've got a wizard character currently (first wizard/mage/magic user I've ever played in the 19 years I've been playing), who I've designed to be a damn good counterspeller. the chance hasn't come up yet, but I'm looking forward to it.

However, a thought occurred to me today regarding counterspelling that I'm not sure of the answer.

Can you counter a spell using Improved Counterspell using a spell that has a longer casting time than the targeted spell? Can you counter an Orb of Force (1 standard action) with Summon Monster V (1 round)? What about countering Blade Weave (1 swift action) with Rainbow Pattern (1 standard action)? The RAW doesn't specifically state that it can't happen, but it doesn't make sense to me if it can. After all, by the time you finish you spell to counter the faster one, that spell is already in play, if only for a moment.

Sure, why not? Assuming you have all the appropriate feats. etc. to be able to counterspell like this you are, in essence, simply releasing spell energy to cancel a spell, not casting the spell itself.

Alright, it makes sense when you put it as the spell energy being used to counter, as opposed to the spell itself.
