as part of a single move action, can i move 10ft normally then tumble 10ft?

as stated .. the FAQ clarifies:

When a character tumbles (at half speed) during a
move action, does that mean he is moving at half speed for
the whole move, or just in the squares where tumbling?

Although it’s easiest to apply the half-speed penalty to the
entire move action, it’s not strictly necessary to do so.
If the player and DM can handle this additional level of
complexity, it’s perfectly okay to rule that you pay an extra
movement cost only for each square that you use Tumble to
exit without provoking an attack of opportunity (as well as for
each square of an enemy’s space that you enter using Tumble).

There's more ... but I'll leave it to you to lookup if you need it ... ;)

You mean because his movement drops to 10' for tumbling?

Well, it lets you:
-Get away from creatures with reach, and
-Attack and move away in a single round, without Withdrawing.

After all, the 30' move characters only get 5' more. So, a Halfling with move-oriented buffs (or a Monk) gets extra utility out of it (which slow-moving characters should often try to get).

As others have said, I allow mixing of tumbling and normal movement, doubling movement only in squares where the PC is actively tumbling.

As for the halfling, he needs to get some boots and a level of cleric, barbar, or psion to up his move rate or it's moderately worthless unless he's drowning in skill points and hates Architecture or Nobility.

Also, you can take a -10 to your tumble check and tumble as part of your normal movement, meaning that once you have a +24 or higher skill check, you tumble at normal speed without rolling (vs. 1 creature and not entering their space).
