It will take him over half a year(36 weeks) to make such a suit of armor. This is reserved for master smiths. In fact, he can't make any decent armor in a week's time. It takes him a single week for one shield, or two weeks for a suit of banded mail.</p><p></p><p></p><p>So yes. A 1st level PC could easily make plate mail. If he has a year to work on it for 8 hours every day.</p></blockquote><p></p>
