Create Portal Feat and Dragonstar plot

I was thinking of introducing the idea of Portals to my Dragonstar game. But I was going to use the idea of having the information on how to create a portal in a lost book in the Outlands. Having different factions fighting over it and a few copies that have been transcribed into data files. The Dragon Empire has the long road of portals used to link the Throneworlds but the portals in the FRCS can be used by any spellcaster with enough money or time to make linking portals.

Any comments or other ideas???
