Creating a minor Enemy, need help

So, I've decided to create a villain to add to the Savage Tide campaign path. I intend on him being a minor villain, and while I know exactly how I'm going to fit him into the campaign, I don't really need to spoil the path for anyone. So, yes, this thread is ST Spoiler-Free.

My goal is to create a villain that the whole group doesn't really care one way or the other about, but which will provoke hatred in one specific PC. I want a villain that, when I decide to "spring the trap", this particular player will say "leave him to me... he's mine" and duel him one-on-one. I actually have a few scenes involving this villain in my head already.

So, the PC this villain (as yet unnamed) will square up against is a CN Dwarven fighter 1/Dragon Shaman (Copper) 1, who intends on taking dragon shaman for at least four more levels, and is thinking of dabbling in Dwarven Defender. He's a real AC monkey, with the heaviest armour he can get, a tower shield, and shield specialization.

I want this evil villain to be a rogue/dragon shaman (red); someone who is highly mobile, and capable of dealing a HUGE amount of damage with a successful strike. Maybe Ninja/Dragon shaman might be a smarter idea... I haven't quite decided.

So, my question here is... what type of feats are good? I expect the PCs to fight this guy at least twice in the campaign - the first time, he'll have lackeys (so he can use those dragon auras...), while the second time, I'm hoping the fight will be mano et mano. The goal is to create an enemy who, at around 6th level, will challenge the dwarven PC but at the same is set up so that he will eventually die (but it will be a close call).

Anyone have rules suggestions for this guy? What about tips for staging these encounters? I know my players fairly well; they should play along with the "grudge match" idea, and love me for setting up. (and yes, I realize it steals the spotlight from the other players, but one player pretty much hogs the spotlight already, and the other player would rather sit in the background and gets self-conscious when the spotlight is directly on her, so I'm leaving her out of this).

You'll need some way to get around his high AC in order for him to be a credible threat. Two featish ways to do that would be Deft Strike (CV) or Deep Impact (XPH). Touch attacks or Reflex saves would achieve similar effects.
 

I would suggest using a warlock for the following reasons:
-They're relativly easy to build
-They're eldritch blast is a touch attack
-baleful uterance can break armour and weapons
-They both draw power from powerful non-human entities (my supernatural great-grandfather could beat up your supernatural great-grandfather)

I suggest LE as an alignment so that there is a full opposition between them.
 

Something that does true strike once/encounter. Another option is to use a ghosttouch weapon (bypasses armor) but then it shouldn't do a lot of damage (i would suggest a dagger +1), use spring attack and maybe throw in a spell/ability/item that increases movement.
