Creating items from spells you don't know

So am I correct in reading that under 3.5 you cannot create an item that requires a spell you cannot cast? Even when another person can cast it?

Am I recalling correctly that under 3.0 you could create an item (like Amulet of Natural Armor) with the wizard providing the feats and XP and the druid providing the spell? Has this changed?

If this is the case, as a Dm would you allow something like this?

You can do this. Page 215 DMG second column third paragraph under Prerequisites:

"it is possible for more then one person to co operate to create an item...." and it goes on to further explain it.

Yeah, you can. You just need to cast the spell once per day of crafting. For most things, this is one day per 1,000 Gp in the market price.

This casting can be from wands, scrolls, spell-like abilities, other people, etc...
