At Will, Per Encounter, and Daily Attack powers are attacks, regardless of whether they have an Attack Check or not.</p><p></p><p></p><p>People really are making a mountain out of a molehill here, probably because of the Area Effect Attack section of the rules which forgot about Utility Area Effects.
