Because you only get 2 attacks a round with a Longbow, vs 3-4 with hand crossbows and daggers and a feat. The so called "good" but really mediocre damage numbers that get thrown around for Hunter's Mark do not work with a Longbow. They are mediocre with light weapons nick and a feat to drive the number of attacks up. At level 17, when you are getting advantage without Vex; If you are using a Longbow and Hex it is downright poor damage. It is comparable to what a caster is doing with Cantrips without needing Hunters Mark and without using a bonus action or any short rest/long rest resources. Like I said it works at times. If your beast isn't in position to attack, or you don't need to teleport or you don't want to turn invisible then sure you cast it and then the next round if you hold on to concentration and the guy you marked is still alive and the situation is such that you want to attack him, then sure it works but this is not "most of the time" Nature's Veil is quite a bit better than Hunter's Mark in most situations and all Rangers get it. To turn this around if you assume you are playing a Ranger that does not have a better situational bonus action option through class, subclass, race or feat and you assume you are not going to concentrate on a better spell and you assume you can hang on to concentration for a round and you assume the enemy will still be alive and in an area where it is a good idea to attack him next round ..... yes if you assume all those things it is a good choice. I did not say it would "never" be the right choice, just that it wouldn't be a good choice most of the time at level. And enemies DO run away taking your Hunter's Mark with them, enemies DO die before you get to attack them next round, players DO lose concentration and situations dictate not attacking the enemy you marked the previous round. These things too DO happen. Here is the relevant text of the Crossbow Expert feat: Dual Wielding. When you make the extra attack of the Light property, you can add your ability modifier to the damage of the extra attack if that attack is with a crossbow that has the Light property and you aren’t already adding that modifier to the damage. Shortsword has the Light property. Short Sword and Hand Crossbow work fine. In the 15 months since I last posted on here I played three 2024 Rangers, two of them level 1-20 and one that is currently level 2 and the results are pretty consistent. Hunter's Mark is not a very effective spell at high level.
