Your effective ability score (appropriate to the class you’re emulating when you try to cast the spell from the scroll) is your Use Magic Device check result minus 15.
if your Total Rank is 19, does that mean you don't need to roll for scores lower than 14 (14 score needed for 4th level spells)
or is this the way to determine the DC; 19 + 1 (Rolled a 1) = 20 - 15 = Charisma/Intelligence/Wisdom 5
19 + 20 (Rolled a 20) = 39 - 15 = Charisma/Intelligence/Wisdom 24
