Dragonmarks are only available to dwarves, elves, gnomes, half-elves, half-orcs, halflings, and humans that take either the Aberrant Dragonmark feat or the Least Mark feat (there are other feats, but they're part of a chain). Higher level dragonmarks (Lesser, Greater, Siberys) have additional requirements -- skill ranks for the first two, and a PrC for the last. Dragonmarks grant a PC magical abilities and tie him to one of the Dragonmarked Houses (responsible for trade on Khorvaire -- each has a different focus). Each House is tied in turn to a race. That is, only halfings can take the Marks of Hospitality or Healing, and halflings that take either belong to House Jorasco or House Ghallanda. House Jorasco is responsible for treatment of injuries and wounds, basically replacing the function of a temple in most D&D games (an injured person is, according to the ECS, more likely to seek out healing from House Jorasco than from anywhere else, assuming that she doesn't have access to any methods of healing herself). House Ghallanda handles hospitality, running inns and taverns throughout Khorvaire and enforcing standards and checking up on the ones it doesn't run.
