Hey there everyone
I am going to try my hand at an epic game. I have played at that level, but never DM'd much at that level, so I am being somewhat restrictive to start so that I don't blow it right off the bat

I have decided on a few things game mechanics wise :
1) Starting level will be 21st - Human characters will be given preference. Non-PHB races will be highly frowned upon due to prejudices in the realm, but may... MAY be allowed at DM's discretion.
2) Characters will be good or neutral and must swear support to the king of the realm. Good characters will be given preference, the realm is mostly NG in alignment.
3) For their loyalty, PCs will be given a post or lands to govern under the king. You will be the court wizard, high druid of the kingdom, baron of someplace, etc. based on what you want and what makes sense for your class / skill set.
4) There will be one "adventure/action" session a week as well as one RP session a week, both will approximately 2-3 hours, day(s)/time to be determined. They may be one right after the other on the same day or on different days depending on people's time flexibility.
5) If you have never played a character over 12th level, this is not the game for you. I am need all players to have a good foundation in game mechanics so that the game runs smoothly and what combats there are don't take 2 weeks to play out.
6) Games will be held on OpenRPG on the Mayhem server. Blackstar as a backup if Mayhem is down.
I have decided on some things game storyline wise :
1) The time frame will be late medieval / renaissance era, so firearms will be allowed to some degree. Gunpowder will be a carefully manufactured alchemical compound that requires the ore from a mine on the king's land. Guns are found in the DMG, nothing more advanced than those.
2) Humans are the dominant race in the realm, some few others exist, but they are not very powerful and are under control of the human king for the most part. No independant kingdoms.
3) The king is old and has no heir. His wife and child died in childbirth and he has not taken another wife, in fact, he can be "odd" at times, it is rumored he is a touch mad. He has a cousin he does not like that is in line for the throne, but his cousin is a "shady" character.
4) There is no central church, the people are polytheistic and worship whichever gods they need at the time. Deities in the PHB are present, others will be on a case by case basis.
Character Creation Rules :
As stated before, PHB races, 21st level, and Good or Neutral alignments only.
32 point buy for abilities, see DMG for point costs. Plus, it is assumed that by 20th level you have increased your abilities by 5 each through wishes, tomes, etc. Please add this additional 5 point bonus per stat at 20th level and not before. Example: you spend your 32 points as follows: 17 str, 14 dex, 14 con, 9 int, 9 wis, and 9 char then add your 5 points for wishes, tomes, whatever: 22, 19, 19, 14, 14, 14. Then add your 5 "level bumps" for being 21st level so: 27, 19, 19, 14, 14, 14 would be an example of a "final" character's stats. If you make your character with hero forge, it will almost assuredly be correct so I encourage you to use that tool if you have excel. If this confuses the holy living crap out of you, I will try to help you build your attributes.
3/4 hp rounded down, full hp at 1st level. There is a setting for this in heroforge.
All magic items must come from DMG or Epic Handbook, see SRD for costs, etc. if you don't have these books I think the info is there in the SRD. You have starting wealth of 1,000,000 gp for magical items. You can research and make other magical items after the game begins assuming you have the appropriate resources and feats and such.
You have a pension or earnings per month that will be decided based on your title/lands, etc. This should pay for any servants / followers you have.
Psionics do not exist in this world. Oriental characters do not exist in this world. The world is very similar to France in the 15th century with the exception that cannons do not exist nor will they.
All core classes and PrCs except the monk are fine. Most PrCs and classes from the races and complete books are fine as long as they do not conflict with the before mentioned restrictions. Anything non-core, just ask.
Each character, regardless of intelligence will be allowed one additional skill to have as a class skill and given the appropriate points to fund it to the maximum level. It is strongly recommended that you choose Diplomacy or some similar skill that will help your character in RP situations.
Anything I forgot or left out, just ask... the only bad question is the one left unasked.
Looking forward to a fun game

p.s. I really want players that are looking forward to helping the realm and protecting its people. If you submit ideas for a mega munchkin, dark loner type, I will probably just barf and move on to the next character
I like strong characters with a purpose, don't get me wrong. Making a solid character shows you are interested in the game. In fact, I require you as a player to know the rules to a strong degree for this game, since it will be all experienced players and we won't have time to stop every 2 minutes and teach/explain to someone new.
But there is such a thing as taking it too far. Once again, characters that fit the mold of rulers or assistants to rulers are what I am looking for. No double agents, closet bad guys, etc. wanted.
As for me, I DM'd for years in Living Greyhawk and in non-RPGA "home-games", I was a master gm in the rpga for 3.5, I have been DM'ing for over 30 years (yes I am old) but I still have the joy of the game that I had when I was new back in 1977 to AD&D.
