The item was intended to give a benefit once per daily power use by the barbarian, a nice but not ridiculous benefit at the level it comes into play. Like others have said, Rage Strike won't trigger it by RAW but probably should, and secondary rage powers shouldn't (but do by RAW).</blockquote>
