I think you should consider adding a pinned and suppressed condition to the game. Pinned, slide the target to the nearest cover (if none they go prone) and the can shoot back but not move. Suppressed is similar but they cannot fire back, save ends.As for skills, I would adapt the system from D20 Modern or Star Wars D20 to game.</blockquote>
