Electoral boundaries can get redone every 10years, 2010 was the last time it was done iirc.Problem is if street protests escalate and others join in you tend to make things a lot worse shirt term.That's assuming your side wins.Normally a big event is required. War, depression, government collapse etc.  What needs to be done and what gets done are two different things.
