Proficiencies, class abilities and ancestry abilities would all be different things people can do. Also, you are changing the angle. I can take four characters, all with literally identical stats (straight line 16's in everything, for example) and make four different and interesting characters. I honestly do not understand people who insist that the numbers you add to the dice are of such vital important to being an interesting character. I don't need to have a character with a low score and a high score, to have an interesting character. Take Peter Parker, AKA Spider-man. Does he have a low strength? Hell no. Low Constitution? Nope. Low Dexterity? LOL, not a chance. Low Intelligence? I laugh even harder. Low Wisdom? Not seeing it, since he is good at insight and perception. Low Charisma? Nope, actually since he's gotten an entire city to support him DESPITE being labeled a criminal, he likely has very good charisma. Is he a boring character? No, actually he isn't. A character with high loyalty to a shady organization has flaws and interest, no need to have a low score in anything. Now, if you want a low score? Sure, knock yourself out. But every single time the discussion happens, you (general you referring to a nebulous group) insist that doing it differently will inevitably lead to boring characters without flaws.
