The sun pulls the planets along as it slowly accellerates, driven by pinpoint fusion torch. (I believe this was shown very accurately in Ringworld Engineers)</p><p></p><p>As for PL levels? Well, it's not so much that, but more along the lines of how many resources they are willing to allocate to such a project.
