[d20 Modern] NPC Stat Blocks question

In the d20 Modern book (p272-273), it lists Bounty Hunters. In their Stat Block, it has Atk and lists just their melee attacks. Then it has Full Atk and lists melee attacks AND ranged attacks (Colt Double Eagle).

In the d20 Modern Menace Manual (p115), it lists Mercenaries. In their Stat Block, it also Atk and lists just their melee attacks. Then it has Full Atk and lists melee attacks AND ranged attacks (Glock 20).

My question is, why are their ranged attacks ONLY listed under Full Attacks? I looked, but can find nothing in either book that says ranged attacks with that weapon are Full Attack actions. Can someone please clarify?

They just do it that way. You (and the NPCs) are allowed to shoot guns as an attack action.
