Stephens definitely knows his stuff, and Super Genius Games is run by Stan! who put out some of my favorite 3rd party d20 Modern products under "The Game Mechanics." I have a shelf full of d20 Modern books already that I probably won't play with as written and just use as inspiration, a new one would be greatly welcome.
