D20 rules based on emotions

I have trouble withh this idea. I am wanting to create a rules based on the charcters emtions. Lets say in a world or plane, the effect of change determines on how a character feels. If you ever seen the new Peter Pan movie and never-never land kept changing on peter's emotin. How could one do that for D20? I am some close but I am stuck.

This is what I got so far: The player or DM (not sure on which) must roll a d20 and if he fails the roll 10 or less, the player will have a negative effect. If the roll is more than 10 it is a positive. The degree of the effect determines on the number it rolled on the die.
