D20 Rules for Tasers

The DC 15 may partly include the idea with pepper spray that you didn't hit the face; clearly, higher level characters would be better at avoiding the attack (putting up an arm to block the spray, turning aside, etc.)

Taser rules sound about right to me; you want something that can knock out a 1st-2nd level character with a single hit. Also, while it may be single shot, consider allowing it to do continuing damage (maybe an additional 1d6 or 1d4) per round, up to 4 rounds.

One thing to remember is that d20 is, at its default, a game of action-hero heroics. Player characters (and enemies) are the type of foes you see in movies who get hit with a taser and yet keep creeping inexorably toward their assailant, before ripping the wires free and throttling the foe. It won't likely happen in the real world, but this is, in the end, a game.
