The following is a write-up with full stats for d20 Modern on a Division head of Department 7 that I will be using in one of my campaigns. I thought people might find him useful in their games as well. This individual could also be Arvin Sloane, head of SD-6 from the televison show Alias, or George Mason, head of CTU from the television show 24, or any other ruthless and sneaky leader of an organization.

Director Attikus Stevenson was recruited long ago from the ranks of the American business world, where he was a successful and ruthless businessman. He climbed the ranks of Department 7 rapidly, and got to be the division head of Eastern European Affairs through deceit, politics, blackmail, and knowing all the secrets of his fellow agents and superiors. He hasn’t shot a gun in years (and therefore has no proficiency with his concealed pistol, giving him a –4 to use it). Instead he uses his skills, talents, special abilities, reputation, and the wealth of Department 7 to their greatest effect. He can bluff, persuade, or intimidate his way out of or in to almost any situation, and obtain nearly any information he desires. He has a reputation for ruthlessness, but also one for keeping his promises (at least to those still alive who have had dealings with him). The Director controls the allocation of Department 7 resources for all Eastern European operations. He generally plans all operations for Eastern Europe, and will even go so far as to have his agents bring along a transmitting audio/video camera during their missions, planning and coordinating agent actions from afar (using his Plan and Coordinate talents).

While Director Stevenson is not a good man, he does care about the lives of his agents. If they are in trouble, he will do everything he can short of exposing Department 7 to help them out, including opening negotiations with certain opposition leaders to release his agents if they are captured. He is quite adept at turning agents from opposition organizations to be double agents for Department 7 as well (using his Sow Distrust ability, Bluff, Diplomacy, Bribes, and Reputation to their greatest effect).

Very cool! Not sure if it fits with my campaign (since, uh, I haven't pinned down exactly what I'm gonna DO in my campaign yet), but that's a great description of a scary dude.
