He hasn’t shot a gun in years (and therefore has no proficiency with his concealed pistol, giving him a –4 to use it). Instead he uses his skills, talents, special abilities, reputation, and the wealth of Department 7 to their greatest effect. He can bluff, persuade, or intimidate his way out of or in to almost any situation, and obtain nearly any information he desires. He has a reputation for ruthlessness, but also one for keeping his promises (at least to those still alive who have had dealings with him). The Director controls the allocation of Department 7 resources for all Eastern European operations.
