Dark Blessing

In our gaming group we are allowed to use nearly any d20 book, in fact I can't remember any books we were not allowed use. One from my gaming group saw this power feat from ,'The Complete guide to Drow', called Dark blessing.
Code:
[B]Dark Blessing [Special][/B]
One of the drow gods has granted you their favor.
Prerequisite: This feat is only available to drow who
have 6+ character levels as a divine spell caster, who are of
an evil alignment, and have performed a special service in the
name of one of the drow gods (Game Master’s discretion).
The drow gods grant the favor of the Dark Blessing feat only
to their most dedicated servants, so you must perform an
exceptional service to attract their interest.
[B]Bonus:[/B] You gain a +2 bonus to attack rolls, damage, initiative,
skill checks, and saves.
[B]Special:[/B] Some drow who have displeased their god and
have the Dark Blessing feat have a cursed version of it. This
cursed version imparts a –2 penalty to all the above rolls,
instead of the +2 bonus.
What is an exceptional service? The character's God is Vhaerun. Would it be enough to kill off his house with poison or in any other ways, because they believe in lolth? Or what should a person do to grant this power feat of munchkin love?

This feat should never be granted, no matter what service the character does. It is remarkably unbalanced--and only *clerics* of all classes can take it? The only possible balancing factor (such as it is) would be due to the GM forcing the character to suffer the full malus of the +2 Level Adjustment from being Drow without possibility of LA buy-back, and even still...

Actually, restricting it to a spellcasting class (cleric) makes it not quite as obscene. The LA is a big hit to casters.

It's pretty easy to adjudicate. If the DM notices that the drow cleric is really suffering from his LA, they can allow this feat to be taken, working it into the story as appropriate. ^_^ Otherwise, they just say no.

Divine caster is also Bards, Blackguards, and Rangers? Divine Casters grant their magic through the God or something similiar, right?

Bards are arcane casters. The following are divine casters. Blackguards, Clerics, Druids, Favored Souls, Healers, Paladins, Rangers, Shugenjas, and Spirit Shamans. Of course, there are a number of PrC's that are divine casters as well, but I won't go into all of that.
