That's not the kind of thing that evolves naturally – seems more like the sorcerer-monarchs forced their people to migrate to this region for whatever reason, perhaps because it was one of the few regions capable of sustaining life (and given how much the Tablelands suck, that's saying something – though they could have been more verdant in the past but defiling magic has degraded them to their current state). Or if you want to keep the backstory, because of the proximity to the Pristine Tower and because it's convenient for the Dragon to have them all in one location so he can collect his tribute.</p></blockquote><p></p>
