That'd be more like a 4, with 1-3 being intentionally suboptimal; and both as player and DM I'd far prefer having some 1-3s in the party than some 7-10s because - assuming in all cases at least vaguely-experienced players - at least with the 1-3s you know the player has chosen playing true to the character concept over game-mechanical concerns. That said, ideally everyone's more or less in the 4-6 range.</blockquote>
